Introduction

In the late 1990’s, the agriculture sector of Tanzania has experienced major structural changes. The Structural Adjustment Program (SAP) brought about changes in the role of the public and private sector in agriculture development. The government role in production was changed to that of monitoring and ensuring a conducive business environment. The private sector role was enhanced and accorded much work to ensure higher levels of agriculture development. However, after nearly three decades of such changes, the agricultural growth rate continues to be low with trendy fluctuations.

Recently, the government of Tanzania has given greater emphasis on industrialization as the driver for economic development. Together with this, the government role in doing business is changing. Since Tanzania’s economy is largely dependent on agriculture, the call for industrialization is a call for the agriculture sector to take the lead. The agriculture sector need to change the way it does business to have numerous implications for the structure of the industry, rural economy and public policy.

There is thus a need for structural transformation to develop the agriculture sector as a commodity industry. In addition to its emphasis on industrialization, the government is also calling for stronger public and private institutions and agencies with which she can work. This results into the second crucial element of agricultural development, the Public Private Partnership against which AGREST seeks to bring together academicians and practitioners to brainstorm.

What is the implication of the changing role of the government and the PPP to agricultural industrialization and markets? What are the prospects, opportunities and challenges?
