Background
The training program is premised on the fact that Research has shown that most Private Sector Organisations (PSOs), the Local Government Authorities (LGAs) as well as the Civil Society (CSOs) in Tanzania do not have the requisite skills, experience or resources to engage effectively in Public Private Dialogue (PPD). Furthermore, it has been widely documented that PSOs are most effective when they can identify issues that inhibit private sector growth and job creation, when they can support public officials by providing detailed and objective research evidence, when they can articulate compelling proposals to reform public policy and when they can persuade the private sector of the merit of specific public policies. On the other hand, most LGAs do not have requisite skills to identify potential economic opportunities within their localities and engage with the private sector in developing “win-win” investment opportunities, which can ultimately result in a meaningful and sustainable local economic development. This disconnect has been further complicated by a lack of mutual trust between private and public sector.
The above challenges present a need to support the development of a sustained effective and efficient organization and coordination of Public Private Dialogue at District and LGA levels. Emphasis was placed on developing the requisite knowledge and practical skills needed by the different actors to meaningfully engage in promoting Local Economic Development (LED).
Course structure
The course will be structured in four modules:
- Module 1: Fundamentals of PPD
- Module 2: Dialogue as a tool for LED
- Module 3: Framework, structures and Approach to LED
- Module 4: Effective Communications for LED
NB: The modules are different in terms of focus and lengthy however, they are interrelated and build on each other. In this regard, they are considered as one pack.
Training methods
Training methods and approaches should be participatory and those adhering to adult learning principles. In this regard trainings should be managed in a way that participants share their experiences, have opportunity to do group exercises, reflect and draw conclusions suitable for their own environment. Group discussions and plenary sessions will be organized to suit the needs of particular topics and/or themes.
Training will be delivered through short interactive lectures, case studies, group or individual exercise, discussion, debate, snow ball and key word methods, stories, drama and role play to mention few. To intensify their learning, participants will be asked to bring their own case studies and practice various steps and principles shared during the training sessions to demonstrate typical PPD and LED processes.
Selection criteria of the cases can include:
- Common/familiar PPD features, events or trends to majority participants.
- Situations/ factors which are applicable in the LED context and are easy to understand (associate with).
- Participants feel confident to invest their time and energy (even with no much details).
- The presenters are ready to be a resource person and open for questions and some feedback (i.e. it might happen that some participants may raise different opinion or sometimes be critical to what is happening).
